Organization Profile: A proposal to establish a cooperative institute for the states of Himachal Pradesh, Punjab, and Haryana was made in 1995. On May 24, 1996, the Chief Secretaries of Punjab and Haryana attended a meeting in the chamber of Hon’ble Mr. Justice R.P. Sethi, who was then a judge of the Punjab and Haryana High Court and subsequently a judge of the Hon’ble Supreme Court of India. The offer was made by the Chief Secretary of Haryana to establish an institute in Panchkula that would provide judicial training to judges from the following states: Punjab, Haryana, Jammu & Kashmir, Himachal Pradesh, and Union Territory Chandigarh. Each State was obliged to contribute the same amount to the costs.
The Chandigarh Administration’s engineering wing built the “state of the art and modern facilities” building using funding contributed equally by the governments of the states of Punjab and Haryana. The Academy features a 300-seat auditorium with modern audio and video presentations along with video conference capabilities. The academy contains six lecture halls, two of which have the ability to hold video conferences. It also has a contemporary kitchen, a squash court, a gymnasium, a room for indoor activities, and a swimming pool. The hostel at the academy contains more than a hundred rooms.
